I have used the the KDE4 System Settings to install a language, but even
after a reboot I still cannot add the language to the list of available
languages in KDE. I have filed the bug upstream at KDE, but it appears
to be an Ubuntu-specific issue.
Note that despite the similar summaries, this is not a dupe of bug
3186632 (he gets a message that the language pack cannot be found, I do
not get this message and in fact System Settings shows that it is
installed on my system) nor of bug 275700 (partial translation issue).
