I can confirm that running without --loose-bindings fixes the problem. (A web site I'm working on with lots of mouse-over/hover actions seems to have 100% reproducibility of this problem.)
I disabled --loose-bindings by commenting out lines 340-344 in /usr/bin/compiz (which really is a shell script). This is not recommended unless you know what you are doing... Unlike ®om, I don't notice any significant slowdown, though.
