I've just tried to build / use some software which uses guile-gnome-
platform, and expects to be able to find version 2 of the API. It
wouldn't work with Ubuntu.

The version being shipped in intrepid, 2.15.95 is a development version
leading towards 2.16.0, and defines its API version as 0, to mark it as
such.

Snipped from configure.ac:

# Meaning of the API version
# --------------------------
#
# If 0, guile-gnome is unstable, and the API might change anytime.
# Otherwise, guile-gnome is stable. Future incompatible releases will
# bump this number so as to allow parallel, incompatible versions to
# coexist.

If possible, we should really get a stable version into intrepid, not a
"still in development" version.
