@Bryce, thank you so much for your time. I trying for so long to get some 
response on this.
I a relative noob and am not into coding, so I can't compare actual codes and 
the like. My comments are based on what I have read on forums and mailing 
lists. Based on that and my personal experience, here are the answers to your 
queries:

* On the comment here https://bugzilla.mozilla.org/show_bug.cgi?id=422179#c9 
says 
"Mozilla doesn't scale the images at all -- we hand off the image and a 
transform to RENDER,
which needs to do the scaling. The issue is that the
version of pixman that's currently shipped with all X servers doesn't implement
EXTEND_PAD, which we need to get correct behaviour at image edges."

which says "Linux users will have to wait a little longer to get higher quality 
image scaling; as we now rely on the X server to do image compositing through 
the Render extension, we'll have to wait until the pixman patches are 
integrated into the X server.  I'm hoping that will happen in time for the next 
X.org release."
* And the release of the library pixman(

makes reference to modifications in the EXTEND_PAD.

These are the pieces that I used to guess that the bug might be fixed upstream. 
Thats the best I could do.
I'm aware that latest Intrepid and Fedora10 beta use the latest xorg packages 
but dont seem to have this bug fixed.
Based on the above info, I also assumed that it had nothing to do with the 
graphics card.
