Public bug reported:
Installing the menu and menu-xdg package in order to get the debian menu
package does not work. menudefs.hook, however is generated and adding
<menu name="Debian Menu">
<include type="file" src="menudefs.hook" visible="true" />
</menu>
to ~/.config/xfce4/desktop/menu.xml works.
I'm still experimenting with a system-wide solution
