I just reread my description and realized that I edited it badly and its
pretty much incomprehensible, so here is what I meant:
Installing the menu and menu-xdg packages in order to get the debian
menu onto the applications menu does not work. after running update-
menus as a user, however, menudefs.hook is generated and adding
<menu name="Debian Menu">
<include type="file" src="menudefs.hook" visible="true" />
</menu>
to ~/.config/xfce4/desktop/menu.xml works
