Public bug reported:

I have a fresh install of Ubuntu 8.04.1
While looking through the permissions and ownerships of files in /etc  I 
noticed a few files part of the group id# 999
I believe these files should be part of the root group
Here's a list from "sudo find /etc -group 999"

/etc/apt/sources.list
/etc/apt/apt.conf.d/00trustcdrom
/etc/initramfs-tools/conf.d/resume
/etc/default/locale
/etc/default/console-setup
/etc/popularity-contest.conf
/etc/X11/xorg.conf
/etc/hosts
/etc/papersize
