After this bug 260675 was solved wacom doesn't have hotplug by default.
This is a know issue and its not enabled by default because it does not
detect all of the tablet, just the stylus. But like it was said in the
comments of the bug 260675 its better to have only the stylus working
out of the box than nothing. Especially in this case, where no user
would be hampered.

To make the wacom work just put the file 10-wacom.fdi in the following folder:
/usr/share/hal/fdi/policy/20thirdparty/
