Public bug reported:
After upgrading to 8.10 a few things started to not work anymore. In
this case when you have your mouse over a particular item such as the
close button on a window, rather than get a floating box with a
description of what it is, like "close", you get a black box. Whether
it's a link on firefox or something on the desktop, every time you have
the mouse over it you get a black box instead of a description. I don't
know what you call those descriptions that pop up when you mouse over
something, but now it's a black box.
