You're right that wpa_gui isn't accessible at all by default. One reason for this is that it wpasupplicant needs configuration so that normal users can actually use it. By default, only root may access the control socket via wpa_gui. you can ease this restriction by setting a group in the wpa_supplicant.conf. This is however far beyond of the scope for configuring this package because we cannot give any sane defaults.
I'm not rejecting this bug because I agree that configuring wpa_supplicant isn't an easy task. Perhaps there should be some kind of wizard which helps with the initial configuration of the package. In ubuntu, we hope that network-manager steps into the breach for this, since it also offers a decent roaming solution with multiple interfaces.
