Public bug reported:
Supppse you have many maximized Firefox windows on top of each other on
workspace. If you accidentally scroll up on title bar by mouse wheel,
the window seems to disappear confusing user. I think the behavior
should be disabled at least by default. (See also sister bug #226888.)
