I can confirm this bug exists in Epiphany-Browser with epiphany-extensions 
installed.
It can be reproduced at any time by doing the following:
1. Open a web page in Epiphany
2. Open Tools menu
3. Tools -> Check Links and Tools -> Check HTML are both greyed out.
4. Open Extensions
    Uncheck and recheck Error Viewer
5. The items Tools -> Check Links and Tools -> Check HTML will now be 
functional until you change tabs or web sites.

Since this bug has enough information provided for a developer to begin
work, I'm going to mark it as confirmed and let them handle it from
here.

I am forwarding this to Gnome Bugzilla Epiphany.
