The obvious problem with is that we don't actually know that the machine
is not going to halt until the machine fails to halt - by which time,
we've already effectively exited the kernel.

We could prepare in advance, by changing the video mode to text, writing
a message on screen, then attempting to power off - but that would
massively disadvantage the majority of people whose machines _do_
support ACPI.
