I can confirm this bug in 8.04.1 & [Intrepid]
To reproduce this,
1. The gnome panel must have the "Expand" option disabled.
2. The user must switch between workspaces of different sizes (achieved by
having multiple windows open).
As a workaround, I have configured the viewport switcher to remain on the
screen until the "quirk" has passed. My setup is attached in the screenshot.
