Hello again! I found out that this bug is related to accessibility. We tested this on five different PCs, all with the same software configuration. The bug did only appear on four of these computers. We found out, that for the PC where the 'insert footnote' dialog worked, the accistive technology was not activated. We enabled assistive technology (System -> Preferences -> Assistive Technology) and restarted the computer. After that we could reproduce the bug on that system too. We checked this behaviour with the other computers and could confirm it.
