Yes, I am still seeing this. I can't figure out a complete description of how to definitely reproduce it.
But this seems usually to work: Create an event in korganizer with an associated alarm a short time in the future (a few minutes, for example). Pretty much always, it won't fire. It seems that logging out and logging back in to KDE will cause the alarms always to fire properly. As far as I can tell, the associated calendar entries (like the one in the original report) look fine.
