CUPS does not only offer a "number-up" but also a "number-up-layout"
option. The GTK printing dialog lacks to support this one and all the
apps you mention use this dialog. I recommend you to post a feature
request (or is it a bug? One of the CUPS options was forgotten to get
added to the dialog) to the upstream GTK project.
