With the "upstream" hat on, I daresay that the VLC/PA output is the work
of Ubuntu folks anyway. Forwarding it to us will not help unless you
have an actual.
As regards RTP output, you should really do it directly from VLC (--sout
'#transcode{acodec=s16b}:rtp{dst=<IP>,port-audio=<port>}') rather than
go through PA - unless you want software mixing.
