I have an identical problem. Seems it only affects one user at a time, so it can be resolved on my system by deleting ~/.kde , but that's a ridiculous solution.
I can't quite work out how to reproduce the bug - it manifests after some multiuser operation eg. adding new user, 2 users use X simultaneously, then on the next graphical login my main user can't use kaffeine. Same symptoms as above, absolutely no feedback from the shell.
