I'm on latest intrepid kernel (-7.12) I usually boot with kill switch enabled (i. e. wifi disabled), and /sys/class/rfkill/rfkill0/state is always "2". Flipping the switch doesn't change it, and thus N-M never sees the device.
If I boot with kill switch disabled (i. e. wifi enabled), /sys/class/rfkill/rfkill0/state is "1", and flipping the switch toggles between 1 and 2.
