/dev/tape is only suggested as a symlink in devices.txt - though this
upstream rules directory does prevent that from being created.
In practice, we would prefer to have persistent device symlinks so a
symlink always points at the same device, even if you have many -- the
current /dev/tape is a directory of such persistent symlinks.
