It's also not hard to update your report twice a year so it won't look abandoned. Of course all closed bug can be reopened if the problem is still happening. Usually I ask people "Is this still an issue" if the bug is related to a supported version of Ubuntu. Unfortunately in many cases "incomplete" bugs don't get answered and they get closed sooner or later anyway.
