This error is raised by curl. To work around that you could try to specify you want urllib instead of pycurl: bzr get http+urllib://code.launchpad.net/~ubuntu-core-dev/metacity/ubuntu
(Or as I do, remove the python-pycurl package) Having said that, even without the hardy ca-certificates installed (maybe it leaves something around), but certainly with them, branching from http+pycurl:// works fine too.
