Ok I got a work around so my logitech gamepad now works on kubuntu 8.10 perfectly.
I did configure the axis' via systemsettings first. Then I created this file "DualActionGamepad.fdi" (attached) and copied it to /etc/hal/fdi/policy/ and restarted hal via /etc/init.d/hal restart (or reboot).
