Dnsmasq has had versions which have been known to refuse leases to certain 
clients based on their dhclient (if it's an older dnsmasq version, not sure on 
exact version number).

Check dnsmasq's bugs.

If anything, this might be a dhclient bug.

I'm well aware of what dnsmasq is, though. Many home routers (linksys
wrt54g's, etc.) use dnsmasq, if I'm not mistaken.

I'm not sure the "linux" package is an appropriate assigning.
