Yes LTS released are intended to be more stable and longer lasting than non LTS part of that is not changing them once they are released. Any changes to a system has the potential to cause new bugs. If you are using ubuntu on your personal computer I would upgrade to non LTS releases. I rather enjoy all the new updates and changes. Also ubuntu releases have tended to be pretty stable in general.
