Binary package hint: evince

Generally in Gnome, Ctrl-Q quits the application and Ctrl-W closes an
active window or tab.  In Evince, Ctrl-Q does nothing, but Ctrl-W closes
the application.

I guess there may be users that are used to ctrl-W in evince, but since
Ctrl-Q does nothing, I propose that Ctrl-Q (like most programs) quits
the application.
