My individual issue is fixed. I tested it at an additional access point. A major surprise along the way included the first functional appearance of the applet apparently only triggered by unplugging the Ethernet cable.
The documentation at https://help.ubuntu.com/community/NetworkManager looks like a good start. But "unmanaged" doesn't occur anywhere there. I do think some googling will find pain out there around NetworkManager. Finding patterns in that pain and adjusting the documentation could help. The not-yet-appeared state of the applet seems to be one of these pain points. nm-tool might have been useful before the applet appeared. I didn't find nm-tool until after things were working.
