I am afraid that we may have been a little too optimistic there:

This is on a fully up to date reinstall after reformatting, with
yesterdays rsync and aptoncd image (2 GB!). I think it is either a
software conflict with one of the packages or a configuration problem,
with too many authorization packages configured for a certain
application.

auth.log gives the following output while running '$ sudo dpkg-
reconfigure -p low ca-certificates':
