Oddly, I am running the restricted drivers for ATI and having the same problems. The Alt+SysReq feature won't stop the freeze, and it doesn't eventually unfreeze on its own without a manually full-off request via the hardware. I'm running fglrx, with an old ATI 9600 that ran fine with some tweaking under Gutsy; my version is 2.6.24-21-generic, 1GB of Ram, with a 4GB swap partition and an AMD Athlon XP 2800+ processor. Hardy with latest updates, of course.
I've also experienced a few near-miss freezes where a program crashed and went unresponsive instead (OpenOffice, FreeCiv, and one of my pdf readers) and when I checked the system information, it showed less than 600mb load on the ram, less than 400mb load on the swap partition, but 100% load on the CPU (xorg ~70%, gnome ~30%). Whatever is happening is causing the CPU to punch a hole in the roof of my case trying to fight its way out, and almost always freezes up when I am scrolling a graphic (moving inside FreeCiv, scrolling a page in Firefox 3, or watching video period). Noticeably, Opera does slow down considerably when I slow graphics (which will flicker while trying to render) but does not crash; the worst Opera has gotten to was to go grayscale to show process freeze but it recovered. It's very possible that a call to the GPU for rendering help is going unheard, or that the CPU is bearing a request with a memory leak when it tries to render the graphics (a mix of jpgs, gifs, flash avi). Judging from the pattern of freezing activity, it can happen right after startup if the program load is heavy graphically or after hours if programs are allowed to sit. Also, programs with a lot of whitespace (like open office) that are drawn across the majority of the window will stutter when I Ctrl+Alt+DirectionKey to roll my cube but not when I mouse-roll it with Ctrl+Alt+LeftButton. Changed quite a few of my compiz settings to try to bring it back to the speed Gutsy was at, but no dice. Also, with pretty much all of the animations, etc, off, the system load has barely registered a difference. Short term panacea was found by switching entirely from Firefox 3 to Opera, system still grinds to a halt on occasion but at most it is the programs that lock up and die rather than the entire desktop.
