I tried 
$ echo 1 > /proc/sys/vm/drop_caches 
bash: /proc/sys/vm/drop_caches: Permission denied
$ sudo chmod 0666 /proc/sys/vm/drop_caches
$ echo 1 > /proc/sys/vm/drop_caches 
bash: echo: write error: Operation not permitted
$ sudo chmod 0666 /proc/sys/vm/drop_caches
$ ls -ld /proc/sys/vm/drop_caches
-rw-rw-rw- 1 root root 0 2006-11-16 08:52 /proc/sys/vm/drop_caches
$ ls -ld /proc/sys/vm
dr-xr-xr-x 2 root root 0 2006-11-16 08:52 /proc/sys/vm
$ echo 1 > /proc/sys/vm/drop_caches
bash: echo: write error: Operation not permitted
$ 


So the mode does not seem to be sufficient :(.
