I'm going to update the description of this bug report so it can serve
as an information resource for others (ie if someone asks on IRC how to
get ooo3, or whether its part of intrepid).  I'm not including any
summations of any controversy, just the facts of what decision was made.

I have no inside information, and am just gleaming information from
these comments.  Please feel free to correct me.
