Same problem here, launching update-manager from command line, i obtain: sudo update-manager warning: could not initiate dbus could not send the dbus Inhibit signal: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.
launching as regular user i obtain: update-manager Introspect error: The name org.freedesktop.UpdateManager was not provided by any .service files no listening object (The name org.freedesktop.UpdateManager was not provided by any .service files) apt-get upgrade and synaptyc works.
