This is Ubuntu 8.10 updated on Oct 24. After I reboot or resume from
suspend, I am able to cause clicks by tapping the touchpad even though
the checkbox in System/Preferences/Mouse/Touchpad/Enable mouse clicks is
turned off. If I toggle this checkbox then the touchpad begins working
as expected.
