I tried it and it didn't have any effect on buttons, window borders,
etc.  Tabs were different, but that was the only noticeable change
besides colors.

I think the msstyles file sets colors in the registry, but you can then
change them with winecfg.  The tab colors could not be changed,
presumably because they are images, and there was a blue and orange
theme built into the one file.  Try one and you'll see how it works.
