Played with this some more - The fglrx module doesn't load on it's own at boot.
There's no evidence of an attempt to load in dmesg until I manually tried with
modprobe -a fglrx

The dmesg is attached.

For the sake of completeness, here is the process I'm following:

sudo apt-get install xorg-driver-fglrx
sudo depmod -a
<modify xorg.conf>
sudo aticonfig --initial -f
<reboot>
sudo modprobe -a fglrx
sudo /etc/init.d/gdm restart
sudo apt-get autoremove xorg-driver-fglrx
<reboot>

Here is the dmesg output of the aticonfig command:
[34854.057705] aticonfig[25795]: segfault at c ip 080539fd sp bfc1fbe0 error 6
in aticonfig[8048000+34000]

Let me know if more information is needed.
