This was actually caused by filesystem corruption that removed important
files in /etc/ such as /etc/rcS.d, and turned /etc/events.d into a file,
instead of a directory.  Fixed by (i) booting with init=/bin/bash (ii)
doing an fsck -y (iii) reinstalling the relevant packages with --force-
confmiss.
