Surely you can make a special package of bluez-gnome and once the kde- bluetooth is ready make the kde package depend on a package that uninstalls the special package.
Less than 10% reads the release notes is my guess. Having blues-gnome on the cd wouldn't be bad. It's not that big! It's much better than loading the livecd and seeing that your mouse doesn't work.
