It would definitely be more suited to a wiki IMO, there's also the Kubuntu 
Developers MailingList for direct communication with the development team:

Using the bugtracker for this seems a bit clumsy, using wiki-like features for 
updates and comments for communication (wiki + email).
Don't forget we also have #kubuntu-devel on irc.ubuntu.com (irc.freenode.net) 
where you can talk to the development team live and discuss things that are 
bothering you (and help out ;)
Different mediums are suited for different things, probably the reason no one 
has yet come up with the one killer communication medium.
