This is a regression because of the new regulatory infrastructure in the kernel. The regulatory domain should be automatically set, either based on information from your access point or your wireless cards EEPROM (or at least that is what I understand from reading http://wireless.kernel.org/en/developers/Regulatory/CRDA). In cases where this fails, it appears that the workaround documented in this bug report is needed.
