Ah, OK, then it is being unmounted properly and is safe to remove from
the system.

Whether it still receives power is a BIOS setting that is often not
under the kernel's control, but it is doubtful that having the device
still powered would be a problem. and is something you'd have to ask
your hardware vendor about.
