I honestly believe this bug should be re-opened. It is IMHO inacceptable that the network manager daemon needs to be restarted before the nm-applet will show. I have a very similar issue, which I'll log as a separate bug, as this one is closed, but it seems that all more interesting /etc/network/interfaces case NetworkManager to go into cryostasis until restarted a bit later. Why it then starts better, I have no clue, yet.
