The only template in Launchpad https://translations.launchpad.net/ubuntu/intrepid/+source/gfxboot-theme-ubuntu has been fully translated in French a long time ago. Colin are you sure that helps files are in gfxboot-theme-ubuntu package? I've checked the source package and French translation is complete.
