As in bug #262276, you can fix this by adding some lines to 
11-x11-synaptics.fdi. Adding 
        <merge key="input.x11_options.MinSpeed" type="string">0.4</merge>
        <merge key="input.x11_options.MaxSpeed" type="string">0.65</merge>
in the "AlpsPS/2 ALPS" section seems to do the trick, and feels like a good 
speed.

It seems odd that the bcm5974 section has quite explicit definitions for
all of these properties, whereas the appletouch and ALPS sections have
none; both the appletouch and ALPS touchpads seem to need some tweaking,
judging by their bug reports.
