This message appears with many instances and themes. I made a shorcut to appearance, and launch it as administrator. My appearance window launched in this fashion displays my 'slickness' and 'os v' very nicely - they were indeed installed well in 8.04 (the message saying that the GTK+ theme isn't installed still appears, though it applies the theme well - tabs included) However, the theme won't apply in the user account - I can have two appearance windows open.
