Public bug reported:

On Ubuntu (8.10 and previous), go to System → Administration →
Date/Time, unlock (enter the password), then choose in "configuration"
to stay synchronized with time servers. It asks for installing NTP
(great!), but after having installed it, the selection stays on
"manual", and when re-choosing "stay synchronized", is asks for
installing it again... and again... and again...

If I close and reopen the Date/Time window, it's ok, the "stay
synchronized" is selected, and there is no problem anymore.

Once NTP is installed, it should refresh the Date/Time window and "tell
it" that NTP is now installed...
