Public bug reported:

In System → Preferences → Keyboard → Layout → Other options..., if I
change the mode while caps lock is enabled, the new mode is not
correctly used : letters are capital when capslock is off, and not when
capslock is on (inversion), or it always write numbers (while it should
write &é"'(-è_çà)= instead of 1234567890 when caps lock is off and shift
is off). After a reboot, it takes the expected behaviour.

This problem is annoying, because switching for a mode A to B, then B to
A don't go back to the previous A behaviour until reboot.

It happens with the layout "France".
