Public bug reported:
It is often the case that updates come in without a list of changes.
This is unacceptable for a variety of reasons but primarily prevents a
knowledgeable administrator to predict difficulties a given update might
induce.
I believe it would be appropriate for ubuntu to require a complete list
of changes for all updates in *-updates and *-security. What does
everyone else think?
