I can confirm this bug with my Ati Radeon 9250 PCI GPU. FYI: I've set up
my dual monitor configuration via System > Preferences > Screen
resolution.

I didn't have this problem with Ubuntu 8.04 (it is still the same
hardware). But in that time I set up my dual monitor configuration with
the command "xrandr --output VGA-0 --left-of DVI-0". Haven't tried this
command with 8.10, so I don't know if it would make a difference.

  Launch program. Observe the task in the gnome-panel. 
  Move the program over to the second display. Observe the task disappear from 
the gnome-panel.
  
  In order to get back to the program, have to <alt> <tab>.
