This problem happened to me as well. I am useing a fresh install of 8.10. I added the "Report a Problem" using the Add/Remove programs menu.
I navigate to Applications -> System Tools -> Report a Problem, and click the program. In the bottom panel, the program opens a "Starting a Report a Problem..." Then, that goes away and NOTHING HAPPENS.
